Earth has become humankind habitat since preliminary period their existence. There are five continents which being on earth that could be lived by human. They are Asia, Africa, Europe, America and Australia. There are also some archipelagoes such as Indonesia, Caribbean, Hawaii, Philippine, Japan, New Zealand, Polynesia on Pacific Ocean, and many others. The percentage of land on earth is about one third of earth surface wide, two third of the rest is covered by ocean.

In a row of humankind population has grow year by year, currently there are as much as six billion people on earth. They dwell on big cities which as center of trade, government, industry, or port such as New York, Tokyo, Shanghai, Jakarta, etc. These big cities have high densities population, so it makes them to build high-level building as home, office, school, hospital and so forth. The others are living at countryside as farmer, breeder, or fisherman.

It is worried that the population density on land can’t be tolerated again. There is solution regarding this problem that is limitation of family members. Country has performed it such as China with program “One Family One Child” and Indonesia with program as known as ‘Keluarga Berencana’ or “Two Child Enough”. To handle imbalance population density, the real efforts already did are transmigration, and develop strategic places as industrial regions.

The advance of outer space technology also motivates some countries to explore the other planet on solar system such as Mars. The main purpose of this mission is to research availability of water and atmosphere on Mars. Because these factors are principal factors that support human for life in Mars. This program cost billion-dollar project also need million hours hard work to still continuous until now.

It needs to remember by us that two third of earth is ocean. Ocean has potential place for humankind civilization to colonize. There are two options how people can live on ocean. First they live on top of ocean and second they live in beneath of ocean. There are some technique could be performed to make building on the top ocean surface that are floating building wherein big barge as basement also building with foundation implanted on ocean base. Floating building must be able to withstand ocean wave swaying especially when storm, benefit of this technique is can be moved by used tug boat. So it is better if floating building is built and placed on calm waters. How to build large barge is by connect unit-unit barges to be one. Researcher already makes mapping trace on surface beneath the ocean. Its characteristic is the same with topology of land; consist of plain, gorge, hill, and mountain or volcano. There are two types how under ocean building is placed. First the moveable building second is permanent placed building. This concept is the same with on top sea building but for under sea building is design to withstand sea current and water pressure. The ideal place for permanent placed building is on plain topology with the max depth 250 m. The superior factor building under sea than on top the sea is dweller can enjoy undersea scene.
